2006 High-level Forum on Intellectual Property Right Protection was held in the Great Hall of the People on April 26, another important activity for IPR Protection Promotion Week in 2006 following the China Achievements Exhibition for Intellectual Property Protection.
The forum aimed to discuss the enhancement of the international communication and cooperation in field of Intellectual Property Protection, function of Intellectual Property Protection in promotion of economic and social development, global countermeasures of IPR, and form and strategy of Chinese enterprises applying IPR to take part in international competition.
The Forum embraced 3 sub-forums, the one held in the morning had a theme of "Independence, Innovation and Development", and the remaining 2 held in the afternoon were "Forum on self-initiated innovation to promote competition" and "Sino-German Seminar on IPR Protection Cooperation with a theme of enhancing IPR protection, realizing harmonious win-win".
Vice Premier of the State Council Wu Yi sent a congratulation letter for the Forum, pointing out that IPR protection was required to encourage innovation, push forward prosperity and realize sustainable development, and also the important issue mutually concerned by many countries. Theme of the Forum -- "Independence, Innovation and Development" was much significant. She believed that the Forum would actively affected Chinese and global IPR protection, Chinese government attached much importance to the work of IPR protection. In the past few years since the opening-up and reform, the magnitude of human and financial input in IPR protection and the intensity of our efforts are both unprecedented and the achievements are self-evident. But on the other hand, with the ever-growing internationalization of Chinese economy and marketlization, and the confirmation of self-initiated innovation strategy, Chinese IPR protection would be not only a long-term and hard task but also face with new situation with high-level standard, heavier tasks and more difficulties. China would like to cooperate with international society to learn to each other and push forward unremittingly the work of IPR protection.
Xu Jialu, Vice Chairman of The Standing Committee of NPC, gave a speech when attending the Forum titled "Creating favorable environment for IPR, Promoting economic and social development". Jiang Zengwei, Director of the State Office of Intellectual Property Protection and Vice Minister of Commerce, Li Dongsheng, Vice Minister of the State Administration for Industry & Commerce, Yan Xiaohong, Vice President of the National Copyright Administration of PRC, Tian Lipu, Head of the State Intellectual Property Office, and Xiong Xuanguo, Vice President of the Supreme People's Court, delivered speeches respectively on strengthening IPR protection to improve the national competitiveness; reinforcing trademark protection to promote the sustainable development of Chinese economy in an all-round way; upgrading level of copyright protection to promote development of advanced culture; IPR and self-initiated innovation; strengthening judicial protection of intellectual property; and providing a rule-of-law environment for self-initiated innovation.
Vice Minister of Commerce Jiang Zengwei presided the launching ceremony of the website for Chinese IPR protection (www.ipr.gov.cn), which was sponsored by the National Working Group of Intellectual Property Protection of the PRC, having both Chinese and English versions, including programs of "Latest News", "Government Info", "IPR protection service" and "typical cases". The website would be a comprehensive platform for members of the Working Group and departments of commerce of local governments to publish e-government information and offer online service for the public.
China National Offshore Oil Corp., Baosteel, Philips (China) Investment Company, Ltd., US MPEG LA, Guojia Group, Microsoft (China) Co., Ltd. and Business Software Alliance supported greatly the Forum.
The Forum was co-sponsored by the Organizing Committee for IPR Protection Promotion Week and the Organizing Committee for China Achievements Exhibition for Intellectual Property Protection, supported by China Federation of Industrial Economics, and assisted together by China Federation of Industrial Economics Exhibition Division and China International E-commerce Center.
In the afternoon, Sino-German Seminar on IPR protection cooperation was held under the framework of 2006 High-level Forum on Intellectual Property Right Protection. Vice Minister of Commerce Jiang Zengwei and Hartmut Schauerte, Parliamentary State Secretary in the German Ministry of Economics and Technology, signed a Meeting Minute on Enhancing IPR Protection Cooperation on behalf of their Ministries.
