Chengdu Municipal Government declared “Plans for Post-earthquake Reconstruction” on November 17th 2008, details about this plan are briefing as below:

Investment Guidelines for Chengdu Post-earthquake Reconstruction

“Plans for Post-earthquake Reconstruction” focus on 6 major domains and 10 industries, it will be taken place in Dujiangyan city, Pengzhou city, Chongzhou city and Dayi county (cities circling Chengdu), time range is 2008- 2010.

Total investment volume estimated at 258.876 billion RMB, covering:

1. Rural & Urban Residential Construction : estimated at: 49.309 billion RMB(by 2010);
 Rural residential construction: about 22.534billion RMB;
 Urban residential construction: about 26.775billion RMB

2. Community Facility Reconstruction: estimated at: 18.047 billion RMB
Totally 18.047 billion RMB will be put in reconstruction, i.e. roads, bridges, bus stations, water works, gas station, sewage treatment plants, waste treatment plants as well as its relevant facilities etc.

3. Public Services
 Education:
91 Primary School to be constructed, -- totally 1.593billion RMB,
82 Junior Middle School to be constructed, -- totally 2.078 billion RMB,
Senior Middle School/ Professional Training Schools to be constructed, -- Totally 1.541billion RMB
 Sanitary provisions:
Hospital, especially basic sanitary provision mechanism in areas suffered in earthquake, total investment at 1.323billion RMB
 Physical community provisions,
Especially the regional public TV stations damaged in earthquake in respective areas, total investment estimated at 1.03billion RMB
 About 50 Historical relics Repairs & Reconstruction

4. Infrastructure reconstruction & improvement
 Road Construction: 14.8 billion RMB
 Telecommunication: 0.21 billion RMB
 Water Power Engineering & rural infrastructures:

5. Industry Reconstruction
General Standard of major industry sectors to be further improved, industry construction to be structured as better production-energy consumption effective, as well as environment friendly. Moreover, to further build up regional competitive advantages, specifically:
 Agriculture: focus on the construction of modern production supplying & distribution system, specifically, high-quality grains & oil, flavoured fruit, pollution-free vegetable, diary & husbandry products, etc.
 Industry: machinery, medicine, Food Processing, Furniture production, shoe manufacturing, etc.
 Tourism: traditional travel packages improvements, with more innovative & new packages (sight-seeing, cultural, historical, etc specifically being developed, satisfying various favours & demands).
 Commercial: totally 42 commercial projects will be initiated, totally RMB4.940 billion.
 Financial system: Banking and insurance network is under reconstruction
 Eco-environment and disaster prevention: Forest, wildlife protection, eco-repair; ecological improvement, etc.
